Spotted alongside an otherwise innocuous riverbank in Kita-Ku: "Incidents of peeping-tom photographers have occurred here. Take care when your children change clothes." Interesting that this is such an issue that signs needed to be erected (if you'll pardon the term).
Ironically, the culprit appears to look exactly like the "political extremists" (tagline: "They could be lurking as your neighbors!") portrayed on posters at police boxes throughout Japan.
Pardon my ignorance: what threat do the political extremists (who may be lurking as your neighbors) pose?

Well, they wear masks. And if that poster in the link is any indication, they apparently have mortars. And talk on coconut phones.
On a slightly more serious note, it's more about radical groups (the long-dead Sixties radical student protest movement, the Japanese Red Army, etc). Those posters have been around for as long as I can remember. They're sort of being "repurposed" for anti-terrorism now.
