Just kidding. It's a "do not enter" sign. Intentional or not, putting it BEHIND the fence was a nice touch. Cute portrayals of helmeted workers are a common sight on signs placed around construction sites in Japan. Why pay a guy to stand around when you can have a "working character" do it with even better effect?
And yet despite all of that they almost always do have one of those guys waving a lightsabre like stick around and messing with the traffic.

Have you seen the robotic ones? Like mannequins with articulated arms. I see a lot of those in the suburbs. Like this one:

Not exactly the height of robotics but it would be the kind of thing that if I saw it, I'd be telling people for weeks.
